Any ideas about making the living, glowing, energy bolt throwing (that bit may be difficult), creatures that wrapped around the forearm of characters in that TV series?

Oh, those things. Did not remember them as glowing.

Otherwise I would suggest craft foam, clay or similar. Maybe a glowing paint?

Tammy actually melted hot glue gun sticks together for some horns recently. So surprisingly that did make sense to me.

Hrm... I know I'm going to have to think on this now, it's such an interesting prop!

Is there a silicone product or similar? Or gel filled stuff. But would have thought non-squishy would be fine?

I hadn't thought of hot-melt. It might work quite well.

Otherwise I was considering silicone caulking adhesive. There are various formulations and it's quite cheap.
