| Hi there
That all depends on what kinda hoop skirt you are looking into making? Big, small, crinoline, tournure, renaissance, rococo, etc. So, what costume is it for?
There are different patterns you could use and I'm sure there are even free tutorials online. Like this one: http://www.craftpassion.com/2009/11/sewing-tutorial-sew-a-crinoline.html/2
The making is not as difficult if you have a good pattern to follow. Simplicity and Butterick/Mccalls used to have very good patterns for hoop skirts, but unfortunately I can't find them on their pages anymore. You might still find them on ebay though.
It depends on how much you want to spend, you might get it cheaper by buying an already made one on ebay. I know it's not the same, I usually also do everything myself on costumes, but sometimes a little cheating is fine I think ;)
