So I'm cosplaying Sasha from Pita Ten.

Spoiler:

The dress is strapless, so obviously the bodice needs to stay up without straps. The thing doesn't look like one of those elastic boob tube type things though, since on one of those the neckline would be cut off in a horizontal line, whereas this dress accentuates the chest by cutting the neckline in an 'm' shape. So I'm thinking perhaps the top shall be a corset.

But I'm a n00b and don't know much about cosplay or sewing, so what do the rest of you think?

That's called a sweetheart neckline (because they always look so sweet!) - the construction is similar to a corset (shape and boning) but without the squeezing and lacing.

I used McCall's M5001 for my Magnet dress, which was quite simple to follow.

Spoiler:

^How my one turned out. Its been shortened to the length they tell you to cut the lining for.

It uses boning and has to be snug fitting, but shouldn't slip at all.
Then I guess just make some more layers/petticoats to add the extra poof, then separate sleeves will just need elastic or possibly some double-sided tape/substitute to help keep them up.
