Eruka Frog's Toad Hat of DOOM

So Eruka from Soul Eater has a pretty quirky hat that I am really stumped on. For those of you who don't know, it's got a face.

Yeah, they are fanart but that's pretty much what it is. I don't want to make a long, orange santa hat sort of thing like this [Link],
I do think it should have a small brim bit and I'm pretty keen to make it out of fabric of some sort.

I was thinking of stiff vinyl/leathery stuff and foam balls for the eyes. The problem is that I don't know how to get it to work well.
Any ideas guys?

I am trying to figure that out as well... it is a crazy hat!

I was looking at progress pictures for someones. She used chicken wire then covered it with light clay - it looked really good! Then she covered it with material covering.
I tried to find the pictures, but failed miserably.

... I think make a base in sturdy cardboard and paper mache over it to get the desired shape.

Then cover it with fabric.
