I have a part i'm stuck on. The top part of the skirt is where i'm having trouble.

It looks like its two parts and is connected to the top and I am such a noob with planning.

I am guessing the blue one is a bell shaped skirt, flaring out heavily from the waist.
Then you have a over skirt/tail piece, which is possibly just a round skirt witch cuts up/splits at the back? Hard to tell from this picture.
Then another overskirt, the base shape is a short circle skirt, but the front extends down in a curve, with a little point on the bottom. (Like the bottom of a shield.)

The style is historical. Someone know what decade? So I would suggest looking at pictures/patterns from historical sources.

I have an under skirt i'm currently working on. sorry about the picture. Its the only one that was decent enough.
I hardly ever use patterns and do stuff based on luck cause I can't read them.
