^Yep, Souji Seta and Minato Arisato are names from the manga versions of P4 and P3, respectively, and used in fandom as names for the MCs because there's nothing better to go off. =D

Persona 4 the Animation has been scheduled for release on October this year. It's directed by Seiji Kishi (who directed Angel Beats!) and the music is composed by Shoji Meguro (who did most of the music in the SMT series). The cast is the same as the original game:

Yukiko Amagi - Ami Koshimizu

PV 1 is just some static and shots of a train and Yasoinaba, with a sentence in the centre of the TV screen reading "Hey, have you heard of the Midnight Channel?"

One more thing I forgot to add:

From my understanding, the Promotional Videos are shown in parallel with the dates in the game. With that in mind, I expect the next PV to be released on the 9th, featuring an empty room.
