What fabric should i use?

I'm wanting to cosplay this original idea of mine, but i'm not sure what materials i should use for the dress.

Spoiler:

I was thinking that i could buy the gloves and sew on the red bits, so that's them done. In case you can't tell from the (rather bad) photo, the dress will be just below my ankles, and i will make the bottom of the dress flair out a bit by gathering the material slightly at my waist underneath the belt (which will be attached). Anyway, enough of my rambling, what materials do you recommend i use? This would be a dress for Auckgeddon, in case you were wondering. Thanks guys. :)
