I reckon if you could some how cover a similar looking top with a pile of velcro and velcro red and blue ping pong balls on that would be cool...

just the effort...

balloons could work, but they would be pretty hard to pop *ouch*
unless you massively over-filled water bombs. minus the water, that is - use air (bwa! helium!!)
