Scar(FMA) is my first pick :) and then Kenshi(MK) and after that. Bob (Tenjho Tenge).

Ichimaru Gin from Bleach :) Out of all of the Bleach characters I think he's one of the ones least played, he's also one of my favourites. :)

Why not? That should be easy since its just the tail fin. Just grab a blue dress and sew the bottom together.

Decorate it and w/e. and there you GO! ;)
