Non-anime/manga wise these guys all have black masks and look similar
Zorro, (movies with Antonio anderas)
Don Juan de Marco (Movie with Johnny Depp)
Westley from Princess Bride- in his pirate outfit.

Otherwise
Tuxedo mask from Sailor Moon
The Blue Spirit (actually Zuko in disguise) from Avatar the last Airbender

ummm... any Superhero with a mask?

Oh, and Nacho Libre characters/wrestlers!

The Phantom in Phantom of the Opera. Some of his outfits have full masks. Lots of the other characters wear masks at some point too.

Anyone in the apocalypse INEVIDABLY needs either a gas mask, a radiation mask or a breather of some variety. There are a bunch in the Mad Max films (like whatshisface, the big guy with a little guy on his back in Thunderdome).
Pretty much everyone at some point in Heath Ledger's Casanova (it IS set in Vienna!).

You could always wear one of those venetian masks... and say you're doing someone from Assassin's Creed 2. But the costume would be hard to do

Any particular genre you want? Gaming/Anime or Manga/ Movie?
something Modern perhaps... like Blue Spy or Red Spy?
